The blue-to-green colours show areas with 1 to 4 (low) factors at risk, and cover most of Denmark, southern Finland, coastal Norway and the southern part of Sweden. Surprisingly they also include the most northerly part of Sweden and Norway, as well as dominating the North Atlantic region. These are the demographic growth regions, either due to natural population growth or due to high in migration rates compensating for natural reproduction. The major problem areas are situated (classes 7 to 9) in the Danish periphery (Lolland-Falster and Bornholm), the interior parts of Sweden, Norway and Finland (for the latter the municipalities on the border with Russia).
